    Clear rules, source references, and visible exceptions help people understand a system. A useful explanation should cover what changed, why it helps, and where someone still needs to decide.

Andre’s background combines Air Force air transportation and logistics with work across finance, IT, and purchasing in a Hawaiʻi family business. That experience shapes HIIQ’s attention to the everyday details between the official tasks.
